The county recorder's office is one of the county offices formally organized by the Constitutional Convention of 1889, and in some counties still existed as part of the territorial offices.
The county recorders are active members of the North Dakota Association of Counties and have representatives on the executive committee. As the land record office, the county recorder's office keeps a record of each patent, deed, mortgage, bill of sale, and any document related to these transactions, ensuring a permanent record of property, ownership, and an accurate account of financial responsibilities. The recorder's office issues marriage licenses and can perform marriage ceremonies pursuant to North Dakota Century Code Chapter 14-03. The recorder's office also records military discharge records, as requested per North Dakota Century Code Chapter 37-01-34, and deposits wills for safekeeping per North Dakota Century Code Chapter 30.1-11.01. The information filed and recorded in the recorder's office is used by the county auditor, treasurer, commissioners, and other county officials that provide service to the citizens. Our office also participates in the North Dakota Recorder's Information Network (NDRIN), a central repository for storage of computer generated text/data and images produced by the recorder's office. This is a backup support system for valuable, irreplaceable, real estate records. NDRIN allows real property records to be available 24-hours a day.

Kelly has been serving in her role as deputy clerk of court/deputy recorder since November of 2019, and is responsible for answering the phone, assisting the public, day-to-day court activity, processing passports, marriage licenses, receiving payments, conducting district court and public searches, recording and proofing documents.
